The United Nations and Census of India define homelessness in various ways. The UN defines the homeless as "people sleeping rough, on the street, in public places or in any other place not meant for human habitation" as well as those sleeping in shelters. The Census of India defines "houseless people" as those not living in "census houses", which are structures with a roof, and includes people sleeping on roadsides, pavements, under staircases, or in the open, temples, or platforms.
